Now go to Filter > Render > Clouds and Render out some Clouds. Next, you should go to Filter > Render > Difference Clouds to render Difference Clouds. Repeat this process four times. A quick shortcut to do this to use the filters to create the Difference Clouds the first time, then to press Ctrl-F 3 times to repeat the last filter, whatever it might have been. In your case it will automatically do the Difference Clouds three times.
Now you will be applying some filter Applying Filters. Go to Filter > Pixelate > Color Halftone, and apply the Color Halftone filter. You should use with a Radius of 5 pixels, but you might want to play around with this a bit. Make sure that every Channel set to 90 degrees. Now go to Filter -> Distort -> Polar Coordinates and use the Polar Coordinates Filter. You should pick Rectangular to Polar for the setting.
Next, you should go to the Filter > Blur > Radial Blur and apply a little Radial Blur. You should probably set the Amount to 100, while also setting the Blur Method to Zoom, and the Quality to Good. As above, press Ctrl-F to repeat the Radial Blur. One repeat should be enough for this, but again, play around to get what you like.
Now you will want to add some Color to your image. Open up the Image > Adjustments > Hue/Saturation menu. You should set hue in the master to roughly 230, and saturation to around 25. It is also important to make sure that colorize is clicked on! Now go to the layers panel and duplicate the layer. Then at the top of the layer panel change the Blending Mode of to Overlay. If you are unsatisfied with the result, and would like to add more color, create a new layer above all the other layers. You should set the Blending Mode of this new layer to Color. Now just add color to this layer and it should add more color to the overall image.
One way I use this is to make really cool looking desktops that are exclusively my own, rather than the same old ones everybody can get.
