In a lot of ways, figuring out how to pick up women in chat rooms is similar to learning how to pick up women face to face. The disadvantage in a chat room, though, is that it's harder to get basic information like location and appearance and it's harder to get a woman to trust you enough to agree to a date. Keep some of these tips in mind, though, and you should increase your chances.
Pick the Right Chat Room to Meet the Right Women
To get to the first meeting sooner, look for chat rooms that are at least for your country, rather than international chat rooms. If you're looking for someone you can really connect with for the long run, and don't mind overcoming a little distance, go for chat rooms based on interests like politics or pastimes. Of course, if you're just looking for a little action, there are chat rooms for that, too.
How to Approach Women in Chat Rooms
The more reliable way to go about finding someone promising in a chat room is to either actually participate or at least read the public chat messages and contact someone whose comments interest you. Another way is to just pick an interesting name from the list of chatters. If you're trying to determine gender just by chat room handle, though, be aware that feminine-sounding names used by women tend be the more "girly" ones like Sparkles or Snowflake. The chatters calling themselves HotMamma and the like are often guys pretending to be women just to mess with other guys.
When you've found someone who interests you, go ahead and invite her to a private chat. For your first message, try to write something a little more unique than "Hi. Wanna chat?" You could you comment on her chat room name or on something that's going on in the public chat. Women in chat rooms get bombarded by requests for private chat, usually with sexual overtones, so almost any type of friendly, reasonably intelligent comment will make you stand out.
Learn A Little About Her
Right, so, you don't want to spend half an hour trying to woo Big Bertha who spends her spare time kicking puppies. While a lot of people start off with a shorthand like f/26/Chicago for gender, age, and location, many people, especially newbie chatters, don't. So first, you'll want to find out where she is. You might be in London using a UK chat room, but she could be in Australia. As far as physical appeal, it's perfectly fine to ask for a photo right away. If she sends just a head shot, go ahead and ask for a photo of her standing. Yeah, she'll figure out you want to check out her body, but we women expect that. Also, even if you just want a date for the night, put some effort into finding out something about her personality, too. In fact, you can combine this with finding out if she's single. If she starts bashing her ex or men in general, you'll know to move on to somebody else.
Earn Her Trust
Unless all you want is five minutes of cyber nookie, you'll have to get the woman to trust you enough to meet you in person. This should go without saying, but guys, asking a woman the color of her underwear or sending a snapshot of your nether regions doesn't do much to build trust. Women in chat rooms are already wary of weirdoes and spook easily. Say something about your job or hobbies, your opinions on current events, or just what's going on in your life at the moment. Just try to assure the woman you're a reasonably normal, interesting person with more going on in your life than picking up chicks in chat rooms.
Get Her to Meet You
This may be next to impossible to do the very first time you chat. If she's not a regular in the chat room, try making a date for another time to chat. When she does seem open to meeting you, you'll have the best chance by suggesting a daytime meeting in a public place. Going out for coffee is fine, but you could also invite her to a friend's backyard barbecue or some other social event. Keep in mind, this doesn't preclude extending the date or escaping to privacy if things are going well.
So there you have a few tips on picking up women in chat rooms from a woman's perspective. I can't promise that they'll make meeting women online "easy" per se, but they should increase you're chances of getting some dates.

I picked up my husband in a chat room for cycling 5 years ago amidst all the regulars shouting, 'chat rooms aren't for losers that want to pick up'.
My suggestion would be to go to chat rooms about something that interests you, rather than just pickup rooms. you have more chance of finding someone with similar interests.
