Before 911, the SSA once accepted a original certified birth certificate to obtain a replacement social security card. The SSA still accepts a certified birth certificate when first applying for a social security number but not for a replacement card. Incredulous as it may seem, SSA says that, "WE CANNOT ACCEPT A BIRTH CERTIFICATE," [1] It is hard to believe that "an original copy of your birth certificate will not prove your identity when everything else is gone." [2] In Hawaii, to get a photo state ID, you will need both the original social security card and a certified birth certificate. The SSA will not issue a replacement card without a photo ID.
To obtain a replacement social security card, a citizen must have one of the following pieces of photo identification of recent issue; driver's license, state ID, passport, employee ID, school ID, military ID, adoption decree, or a health insurance card, (but not a Medicare card.) [2]
I called the SSA about this catch-22 to help a 36 year-old man without an identity. The SSA phone representative told me that a letter signed by a doctor, on doctor's letterhead, stating the name and date of birth recorded for treatment will be accepted as identification. This piece of information is not documented anywhere on SSA's website, information pamphlets or posters. The SSA website states that "For young children, we may accept medical records maintained by the medical provider." [3]
On the island of Oahu, the Honolulu SSA building at 300 Ala Moana is a secured building that requires a photo ID to enter. A person with no photo ID must take the C bus to Kapolei where the open SSA office is located above Starbucks near Makakilo Drive.
The Kapolei social security office will fax information of your social security identification to the old territorial building in Honolulu after you have presented acceptable non-photo ID. SSA will not give you a replacement social security card but will give a copy of the fax confirmation upon request. The SSA fax will remain at the Territorial Building, for two weeks, located across the street from 'Iolani Palace. After obtaining a Hawaii state Photo ID for $15, you will now be allowed to enter the downtown SSA office to get a replacement social security documentation.
Social Security will not accept an original certified birth certificate for a replacement card, but will accept a photo ID that is based on an original birth certificate. There is no added ID theft security from SSA's refusal to use an original birth certificate for a replacement card and only adds barriers to legitimate needs.

Post a CommentTo get a birth certificate is pretty easy just go to www.vitalchek and follow the instructions. It will take a few months to get it but is can be done. As for a social security card you do actually have to show a picture Id of some sort. I just had to go through that the other day and they won't accept the birth certificate proof of identity

...along with a few hours expected in line, should render me a valid ID rather quickly.
Anyways, I guess my point is that if someone is out of options, try bringing in as many school photo books with your name and photo in them as possible. This just may be the missing link for someone desperate. I would even bring my Lease to my apartment, who knows, the more documents the better. Even bring multiple utility bills from home as well.

Sweet. Now I know what to do since my wallet was just stolen and I am getting on a plane in two weeks. Luckily, I have an old State Bus Pass issued by The City and County of Honolulu. I also have my Social Security Card at home as you should never ever carry it with you. I have an old Medicare Card which has my SS number as well.
But many years ago it was possible to use a high school yearbook with your photo in it as proof of identity. That is what I used to initially start out with an ID when I was young.
I also have a photo of my Hawaii State ID card, along with other very important documents. I will have this printed out at 8x11 which should also help.
I also have my ID from another state that is still valid technically. I just need to find it in the piles of junk that I have.
I also have my Birth Certificate up in the closet. I suppose I can get that too and bring it just in case.
So with all of this and five bucks, along with a few hours expected in line,
To the idiot that says a SSN is not required and a photo ID is not required he's full of stupid. Trying getting a job without it. Also to drive any vehicle personal or commercial requires a license in every state of America. What rock have you been sleeping under skippy ?
First of all, you do not need SSN. SS program is voluntary.
Second, you do not need photo ID. It is not required in these united States of America.
Third, you even do not need drivers license, unless you operate a commercial vehicle in commerce.

I had my state identification card and social security card in my wallet when I got into an accident. I have been trying to get identification for over two years now and I am still getting pushed around like I'm a nobody. I can't get a job or even obtain medical insurance. Right around everything you do, you will need a photo I.D. This has really put a hold on my life, really wish I could get back my dignity back as a human being and be able to get back into the working world. Hopefully someone can help me.
