You first need to gather or buy some fresh sage. It should have a good color and be fresh, not dry. Trying to make a sage bundle out of sage that has already started to dry is not an easy thing to do because it will crumble before you can get a string around it. It's best to make a sage bundle the day you buy or pick your sage.
Run some cool water over the sage to make sure it's clean. Lay the sage leaves out on a towel and put another one on top. Press down lightly to remove all moisture. Start to stack your sage leaves on top of one another and then start another stack next to the first one. How big or small your sage bundle is depends on you. You can make them any size you want. Sage bundles used for cleansing a space or an entire house are typically larger than the ones used to cleanse or consecrate an object. I recommend making a few of each so you always have the right size for what you're using it for.
Take a sting of any color and tie the two stacks together. Wind the string at least ten times around the bundle. You need to make sure the leaves will not fall out once you start to burn it. Sometimes I criss-cross my string to make sure everything is held in place. The color of the string can be any color you like but if you're using a sage bundle for a specific spell or ritual that you might want to use the right corresponding color that matches the intent of your magick. For instance, a red string around a sage bundle would indicate that it can be used to consecrate or cleanse an object used in a love or romance spell.
Once you've made your bundles hang them up to dry. I do this by taking a needle and thread and passing it once through each bundle. Use the same thread to attach all the sage bundles together leaving space between them. You don't want the sage bundles to touch each other. Take your string of bundles and hang them up in a dry place. Since the leaves are stacked, sage bundles will take longer to dry than if you were to lay the leaves out in a single layer. Wait at least a week before you check them. The bundles might take longer than that to dry completely. When you're satisfied with them, store the sage bundles in a ziplock bag or an air tight container. To remove the thread you hung them up with, take a pair of scissors and cut the thread anywhere you want. It should come out easily.
