First, work at your craft. Write the kind of stories that you'd actually like to read. Everyone has heard the old maxim, write what you know. What should be added to that is, write what interests you. If you would not be interested in the subject of your story, chances are others won't find a passion for it either.
Don't be afraid to write and re-write. Now, that said, I don't think anyone should focus on rewriting one piece for hours on end. One of my college professors gave me this advice about writing essays, and I have applied this to creative writing as well: first, write what you feel like saying. Put the piece away and come back to it a day or so later. With a fresh perspective and a little time away, you're more likely to spot errors, and also more likely to come up with new ideas that will add punch to your work. Keep working at it until you feel satisfied. When you reach that point, repeat.
Now, here is another step, and I consider this part of the re-writing process as well. Join an online writers group. The internet is full of places where ordinary people like you and I can post their work and get feedback. Triond, Blogit.com and Writer's Café are only a few. At this point, you need to post some of your best work and see what response you get from others. These people do not know you and will not spare your feelings. They will point out everything from grammar to the occasional plot confusion. But criticism is a welcome thing, especially when it's not coming from an editor after you have submitted a final draft. They will also let you know when something is done well.
Work on more than one type of project. Like a good athlete, a good writer should be well rounded. If you usually write stories, try your hand at poetry. If you are more of a creative writer, try your hand at writing about real life. You may always be better at one form of writing than another, but the idea is to keep your thought process flowing.
