The number one exercise to get skinny hips that has to be the most fun is hula hooping. (It also has many other wonderfully positive side effects.) But many many fitness sites say that this is the number one exercise to tone down hips. So hula hoop away. Don't make this one not fun by counting too much. Use it as a warm up exercise and just try to hula hoop more than you did the last time.
To get skinny hips, after you get done hula hooping as a warm up, if you have a mini trampoline, you can jump on that. Some fitness people say to watch TV, and do side leg lifts during the program, and mini tramp during the commercial breaks. You get a 30 minute workout alternating between intense and fun cooldown, which is exactly what you need.
For more intense workouts once you get yourself used to the easy stuff, I love Pilates leg lifts. Lie down sideways, stacking your hips and shoulders on top of each other. Pull your stomach muscles in, and simply lift your top leg. To get skinny hips, you must do these exercises daily, and expect it to hurt at first. Once you have mastered these, that is, you can do them until you get bored (about an hour), you should begin noticing changes in your hips. You can then advance to more intense exercises if you so choose.
