Colleges often block file-sharing programs of all types, including, but not limited to, torrent-programs, Limewire, Bearshare, and Rapidshare. This can be a nuisance for those of us who use such file-sharing programs regularly.
Torrents are the best form of file sharing, as they are the most anonymous, the fastest, and have the least likelihood for viruses. You should make sure to use torrents at college for any of your file sharing.
First, know whether or not your college has two Internet connection types: the Ethernet and the Wireless. Almost all colleges do. Wireless is more anonymous, though less secure, so it's a tradeoff. I, however, would recommend using the Wireless since some colleges require you to install some type of tracking software when using the Ethernet.
Second, download Vidalia. Vidalia is a program that is essentially an interface to activate the Tor software. Tor software is your best tool for anonymity. Tor software makes it near impossible for anyone to know what you're doing while on the Internet. It bounces your activity through many networks all over the world. In other words, it's impossible for them to know what sites you're visiting, what you're saying on any instant messaging software, and even what you're downloading. The Tor software is contained in the Vidalia program. Download it here: http://www.vidalia-project.net/
Finally, download uTorrent. uTorrent (pronounced mu torrent) is the smallest and fastest torrent program on the internet. Its download consists of an amazingly small 263 kBs. Its interface is very user-friendly and good for beginners. uTorrent can be found here: http://www.utorrent.com/
With the above steps, you should be ready to use torrents at college. Just open Vidalia, click connect to the Tor network, and your anonymity should be secure. To find torrents, just search Google; for example, to find a song type "[insert song name here] torrent." Then click the link for the torrent and use "open with" and choose "uTorrent."

i got a message from comcast telling me that they found out i was downloading illegal stuff such as movies that haven't hit the theater and they said if i get caught one more time, they will shut my service. and i use U-Torrent or MUtorrent. so if you think Utorrent is safe and great, you're lying.
When i use tor it wont connect and says that my tor is already running, What should i do?
Sorry, but that won't work. Tor WILL mask your Internet browsing activity, but it will NOT mask uTorrent traffic (unless you configure it to do so, which is very difficult). Tor may make it difficult to track your Internet activity, but your IP can still be revealed via Java, Javascript, and Flash application. NoScript is good, or just disable Javascript in Firefox.
