How to Troubleshoot Your Windows Service Pack 3 Installation
Resolve Error Message: "Access is Denied" or "Service Pack Installation Did Not Complete"
The error message occurs if the permissions for one or more registry keys on your computer are restricted in a way that prevents the service pack from updating these keys. Your registry keys may become restricted by certain programs that alter the system access control lists, or SACL. This will in turn prevent the administrator accounts from being able to access them.
If Windows Service Pack 3 cannot update a registry key because it is restricted by another program, the service pack installation will fail. There are two different methods that you can use to resolve this problem and install the service pack.
Method #1
1. Close all of the programs that you have running, and then reboot your computer.
2. Log into your system as an administrator. ( If you are using a network computer, you may need to get a system administrator to log you onto an administrator account).
3. Attempt to download and install Windows Service Pack 3 from the Microsoft Download Center.If the restriction is due to a locked file, the rebooting process may unlock the file, getting rid of the error message and enabling you to install the Windows XP SP3 updates. If this does not work, move on to method #2.
Method #2
1. If the first method doesn't do the trick, exit all programs and restart the computer.
2. Now, disable or close any antispyware or antivirus program you have running. Disable those in the notification area on your screen by right-clicking on each third-party icon and select the option to close or disable the program.
3. Once again, attempt to download and install Windows Service Pack 3 from the Microsoft Download Center.If you are able to successfully install the Windows XP SP3 installation, then restart your antispyware or antivirus program that you had previously disabled in step 2.
NOTE: This step will leave your PC vulnerable to malicious users or software, so avoid visiting any other websites or downloading any files until you turn them back on.

If you are not sure whether you are connected to an administrative account, you can go to http://support.microsoft.com/gp/admin to verify your status.
