Illinois Adds SIDS Provision to 1969 Child Care Act

On Wednesday, July 6, 2011, Illinois Governor Pat Quinn signed into law an amendment (Public Act 97-0083), to the 1969 Child Care Act that could help save hundreds of infant lives. The new law mandates that child care providers licensed by the Department of Children and Family Services for newborn and infant care, be required to be trained every three years on sudden unexpected infant death (SUID), sudden infant death syndrome (SIDS), and the American Academy of Pediatrics safe sleep recommendations. Currently the law requires licensed child care providers to complete15 hours of annual training on general child care with the option for a course on SIDS.

With over 20 percent of all SIDS-related deaths occurring in day care centers, this law ensures child care providers will continue to give the highest quality of care, and ease parents concerns.

According to Sudden Infant Death Services of Illinois, Inc., a non-profit organization, SIDS is the diagnosis given for the sudden death of an infant under one year of age that remains unexplained after a complete investigation. Although SIDS deaths have been declining due to national and local efforts, such as this law, there are still approximately 2,500 SIDS deaths reported each year in the United States, according to the American SIDS Institute.

Public Act 97-0083 was sponsored by Representative Emily McAsey of the 85th district in Will County, who with the help of Robin and Giovan Cullotta, who lost a child to SIDS, convinced the Illinois House committee the importance of this law and how they believed it would result in fewer deaths. They believe that training and education, as well as awareness are the keys to preventing more newborns and infants succumbing to SIDS.

Some organizations that provide SUID and SIDS certified training in Illinois are Gateways to Opportunities, and Sudden Infant Death Services of Illinois, Inc.
