In a speech given at the University of Toronto on September 25, 2005, former Canadian Minister of Defense Paul Hellyer talked about how a book called The Day After Roswell written by Colonel Philip J. Corso, who was the former head of the U.S. army's Foreign Technology Division and later a member of President Eisenhower's National Security Council, claimed that the U.S. government has been actively preparing for alien invasions for over 60 years.
In Corso's book, the incorporation of alien technology in military weaponry is well documented. He talks about partical beam weapons with nicknames such as "Saint of Blue Geminini". According to Corso, these weapons were part of an arsenal of USAF7795, a code number for the Air Force's first satellite which was designed to locate, track, and destroy enemy surveillance satellites or UFO's if necessary.
Corso beleived that the Strategic Defense Initiative, nicknamed Star Wars under the Ronald Regan administration, which PR firms sold to the general public as a space-based defense system against a potential Soviet missle attack, was in reality a system which was a partnership between the U.S. and Russia to set up a global defense system against an alien invasion. In Corso's book, he claimed that Dr. Rimili Avramenko, a senior engineer who worked on the SDI program, claimed that extra terrestrial techonology gained from secret government UFO studies was used to enhance the SDI program. He even referred to Star Wars as "the weapon of the aliens" in a conversation with reporter George Knapp.
In the Toronto speech, Hellyer said that reading the book prompted him to place a phone call to his friend, an unnamed retired air force general, to ask for his opinion on what he had read. The general claimed that every ounce of it was true and that the military was already at war with aliens. Hellyer claimed that the general said that the famous Roswell crash in New Mexico was indeed an alien craft and it frightened the U.S. military making them believe they had uncovered a foe for which there was no defense. It was the general's contention that their main focus had to be keeping the information away from the general public, who would panic and create a major social disruption so extreme that it could bring countries to their knees and possibily cause world wars.
According to the general, the Orson Well's 1938 broadcast of War of the World's was a government orchestrated test to get a feel for how the public would react to an alien invasion. The short wave of panic, as many listeners took it as a real news broadcast, was enough to convince the military that in order to maintain continuity in society the public had remain ignorant in the event of evidence of alien beings.
The general also claimed that not all aliens represented a threat and that some were ethically superior. Corso's final conclusion in his book was that humans were an experimental creation by aliens who had inhabited this planet in ancient times. He also claimed that President George H.W. Bush agreed to plans to one day build a moon base that could serve as a potential point of interception of unwanted interstellar visitors. As advanced as Alien species may be, the unnamed general said that we have a chance against an invasion since the military has learned how to use alien technology in their own defense mechanisms and is now more capable of handling alien attacks than before.
