But the bittersweet story of Jaycee Lee Dugard has got people curious about a lot more than just Jaycee Lee Dugard pictures.

And one of the key questions that thoughtful people are pondering is this: How could Phillip Garrido, a convicted rapist on parole and a registered sex offender, get away with holding Jaycee Lee Dugard captive for 18 years?

According to the Reno Gazette-Journal, Phillip Garrido was arrested on November 23, 1976 on suspicion of rape and kidnapping after a police officer found him and his victim, a 25-year-old casino worker from South Lake Tahoe, in a mini-warehouse in Reno, Nevada.

According to a report from the Reno Evening Gazette published the day after the arrest, Phillip Garrido forced himself into the victim's car in South Lake Tahoe, handcuffed her, taped her mouth and drove her across state lines to Reno, where he sexually assaulted her in the aforementioned mini-storage room.

Phillip Garrido was sentenced to 50 years in federal prison for the kidnapping charge and from five years to life on a state charge of sexual assault, reports the Reno Gazette-Journal. He started serving his sentence in 1977 but was paroled in 1988.

And while it is true that Jaycee Lee Dugard was kept very well hidden in a yard within a yard, one still has to wonder why she was never detected by neighbors or parole officers. You would think that someone would have got on at some point during the last 18 years.

And this wrenchingly sad and tragic story also brings up another issue: Are convicted rapists punished harshly enough?

Some feel that they ought to get life in prison without the possibility of parole.

Had that been the case with Phillip Garrido, Jaycee Lee Dugard would have never been kidnapped and held in captivity by a madman for 18 years.

And people wouldn't be searching for Jaycee Lee Dugard pictures today on the Internet.

    did you see the grido's watching the camra? they probably are warning the victims to tell what they told them to.

    very funny! if me, i will just take a gun, and shot these 2 beasts to death.

    because i will be the survivor, i will not allow that flawed so-called system make them accomplish again.
