Prosecutors allege that Mr. Bell sexually abused at least two boys between 2003 and 2006 who were living in his home as foster children. At the time, the boys were 13 and 14 years old.
In June, a search warrant was issued for Mr. Bell's residence, and computers were seized. 3 other foster children were removed from the home at that time, all girls. One of the boys he is accused of abusing was also removed. The other has been in permanent foster placement for some time.
Allegedly, one of the boys confided what had happened to an officer who attends the same church.
A search of Jaysen Bell's computers revealed emails that corroborated some of the allegations the boys made against Mr. Bell, as well as gay photographs and evidence that he was posing as a 15-year-old boy on the popular website, Myspace. Police state that he attempted contact with the children that were removed in June via phone and internet. He has been a foster parent to over 30 other children from 3 counties, as well as being a former youth director at his church.
According to reports, police tried to arrest Jaysen Bell on Thursday but he eluded capture. His attorney stated that he was going to turn himself in, but he has yet to make an appearance. Police believe that he has fled.
Jaysen Bell was indicted by a grand jury and faces charges of rape, 3 counts of sexual battery, gross imposition, and 3 counts of sexual imposition. There are no real leads into where Mr. Bell may be.
Jaysen Bell was licensed and had children placed in his care through Lifeway For Youth, which also licensed the Carrolls and placed Marcus Fiesel in their care. Marcus died earlier this year after his foster parents restrained him and placed him in a closet so that they could attend a family reunion in Kentucky. When they returned, they found that he had died.
According to reports, David then took his body, burned it multiple times, and threw him in the river to cover up his death. They then reported him missing and a community-wide search ensued, much like in the Ricky Holland case.
Lifeway has come under severe criticism for inadequate screening practices and a state investigation against them continues. They are also investigating how much caseworkers knew about the Carrolls' background and whether the children were being properly monitored.
Neither Lifeway nor children's services officials admit to any wrongdoing in the case of Marcus Fiesel. The results of the investigation are expected to be released this week.
