Capitalism has worked for the top 5% & left 95% of citizens behind. Some cars cost more than some houses, so the economy is out of portion. The Congress needs to put things in order from the top down and freeze pricing on all products in until wages catch up to the economy or the economy will continue to collapse because the majority of people don't have enough money to buy the products or services.
There's only one thing that can get the economy moving in the right direction. Focus on the people not the banks. If President Obama would open up labor sites in every town, where all people of every race could show up for work every day to be directed by private sector managers in road, housing & construction / to repair roads, bridges and tear down old & abandoned houses. This would improve the image of neighborhoods, the morale of the people and lower crime because people will feel good about themselves again!
Government need only pay for the labor, which will go right back into the economy! Until the economy gets back on track because the system turned people into credit users; instead of high wage earners!
