There is the usual crowd of older men at the larger bar with the (usually) unfriendly doormen. The rest of the place is usually scattered with middle-aged singles and old frat boys. If you plan on coming here with a large group of people, then it can be a great experience. There are several large round tables and long bar-style tables, so seating isn't usually a problem. But, if you plan on coming here alone, it might be a bit boring as people aren't as sociable as in some of the smaller bars in the area.
If you get too bored, there is a basketball shooting game in the corner and, every now and then, some decent music. The bartenders and servers are nice enough, but, like most other things in this bar, not too interesting. But, if I spent most of my shift cleaning up pretzels and taking pictures for drunken people all night, I wouldn't be too pleasant either.
Perhaps the best part about Kelly's is the pizza place next door. Joe's Pizza, also known as "the little pizza shop in the back of Kelly's" is located right next door to Kelly's, on Pennsylvania. While they do have their own space, with an entrance on Pennsylvania, they have an ordering window which opens right next to the smaller bar in Kelly's. They serve until 12 or 1 on most nights. And, they always have great deals on their pizza, salads, and breadsticks, all of which are amazing.
So, if you are thinking of stopping into Kelly's, then go for it. You might like it, and it's a staple in Westport, so worth checking out at least once. And, though I can't stand it in there for too long, there are worse bars that you could end up at in Westport (such as Cactus Café, or the Chili's bar). But, remember that your stop will be much more enjoyable if you bring your own company. Kelly's is a great place to start off your night with a beer and some awesome pizza, but I would recommend moving on soon after this.
