Cow
Use a white sweat suit. Cut out spots from black construction paper and glue them on. Or use black felt if you have any and sew on the spots. Then you can remove the spots after Halloween and keep using the sweat suit. If you have a pair of black nylons, Cut one leg off, and stuff it with paper. You have a tail now that you can safety pin to the back of the sweatpants. This will work for dogs or cats as well.
Skeleton
Use a black sweat suit. Cut out shapes of bones from white construction paper, contact paper, sheets, etc. Glue, tape or sew on the bones. Paint the face white, with black circles around the eyes, and presto...a skeleton!
A Present
Get a big cardboard box (drive to a grocery store and ask if they have any boxes) and cut out holes for the arms. Cut off the bottom of the box, and cut a hole on top for the head. Put wrapping paper all around the box, and tie a big ribbon around it. Put ribbons and garlands on your toddler's head, and presto, a present!
Pumpkin
Every Halloween the local drug store sells those orange pumpkin bags to put leaves into and make a pumpkin decoration on your lawn. You can use this bag as a costume fast and easy. Just cut holes for arms and head. Stuff the bag with newspaper, and staple the bottom together. Instant pumpkin costume for super cheap!
Dice
This is especially cute if you have two children going trick or treating. Get a box and paint it white. Cut out holes for head and arms. Paint black dots on each side. You can paint the number of dots that correspond with your child's age, or just a number that your child picks. If you have a pair of dice, it is very cute!
Cool Guy
Takes just minutes to create a cool guy costume for your toddler. Just slick back his hair with gel, put on a white t-shirt and jeans with the bottoms rolled up. Add a comb to the back pocket, and a jacket.
Cat
Use a warm comfy hooded sweat suit to make a cute cat costume for your toddler.
Cut black felt triangles for cat ears, and sew them on to the hood of the sweat jacket. Make the pantyhose tail, and safety pin it on to the sweatpants. Draw whiskers on your child's face, and use mascara to blacken the tip of the nose. Fast cat costume!
