My review of these sites has lead me to to believe that PayPal.com is the better of the two. The reason I say this is because PayPal offers am FREE Debit card to use when making purchases on and off line. And when you you use it to mamke purchases, you earn cash back rewards. Also another reason I choose PayPal, is because they offer a FREE Money Market account to their clients.
