Personally I think that there is always going to be a 'the world is out to get me' attitude amongst any sub-culture. The only difference within Lolita is that because it is such an introspective subculture the focus is completely on one's self which magnifies the attitude. When one is focused solely on one's self the mentality becomes more of an 'us and them' situation.
It happens in every group of people. Think back to high school when the nerds hung out together and didn't talk to the popular kids. They were from different groups and didn't really interact. In the real world we again fall into groups of people with similar interests, career men group together, Goths move in packs, Skanky girls hang out together. I'm not saying that these groups are the be all end all but in today's society, social standing holds a lot of weight.
The problem with Lolitas is that the culture (and I'm making mass generalizations here) tends to attract spoilt girls. That's the whole idea, being a spoilt little rich girl. One must only read Kamikazi Girls to see that the so called 'perfect Lolita' is concerned almost solely with herself. Lolita girls tend to have a very self centred point of view of the world, they have to to justify spending so much money of material possessions! When so many big personalities are put in a confined space, such as the egl community, there are bound to be blow outs.
On the topic of Lolita's having an attitude towards 'outsiders', that can only be expected. When one dresses as we do one needs to have a thick skin. There are always going to be idiots who make fun of us and take the piss out of how we choose to dress and act. That is an unavoidable fact of life that one faces within any subculture and as such everyone develops ways to get around it. Some girls simply ignore people, some come back with another smart ass comment, everyone is different. The one thing that seems to remain the same is the fact that after a while the stupid comments seem to take their toll and we seem to greet everyone outside of out circle with suspicion.
I have lived in a small town as an 'alternative' person, it was the sort of place where walking down the street you would get bottles and the like thrown at you if you weren't a rugby-loving-moron. I understand that living differently than what society considers 'normal' can be hard but the fact is if you don't like it, perhaps you should pick another subculture to be part of. Nobody chooses Lolita because they think it will make them the most popular girl in school. No one is forcing you to be Lolita so if you can't act your age, roll with the punches and still after all that treat people with respect then quit bitching and move on with your life. Being ostracized from general society is no reason to be a bitch when you chose to be that way.

Spoilt people or kids usually don't need or appreciate what they get, and selfish people are usually incapable of thinking of others XD I know you meant no offense, but I thought I'd type this anyways ^__^
XD I'm into Lolita fashion(mostly sweet style). Yet stay away from the egl community because of "Lolitists" or general nonsense. Have you ever thought that humans are self centered to begin with? We need to look after ourselves first before we can be able to help others, I think o.O; We just have to choose to override the self centered nature when its innapropriate ^__^; Also, there are lots of people in this world that buy expensive brand name clothing & other things, and in some cultures(like Japan) a brand name seems to be everything! In comparison to all the european couture brands, well Lolita fashion almost looks like a bargain. Its usually only "Lolitists" that pay full price for lolita items, most save up & get things in sales, or from a "recycling shop". And those that sew save money too ^__^ In some cases Lolita fashion can seem to bring out a persons kinder or more caring nature, its not always negative ^_^;
