The casting cost of Budoka Gardener is one green mana and one colorless mana. It is a 2/1 green human monk creature. Budoka Gardener can be tapped to allow you to put a land from your hand into play. Budoka Gardener is flipped and becomes Dokai, Weaver of Life if you control ten or more lands. Even if it comes into play when you control less than ten lands, its ability to allow you to play an additional land per turn should let you reach ten lands fairly quickly.
Dokai, Weaver of Life is a 3/3 green legendary human monk creature. By paying four colorless mana and two green mana and tapping Dokai, Weaver of Life, you can put a green elemental creature token into play with power and toughness equal to the number of lands you control. Since Dokai, Weaver of Life only comes into play when you control ten or more lands, this creature token will be at least 10/10.
Because Dokai, Weaver of Life is the bottom half of a flip card which must then meet certain conditions to flip, it can be cast for the relatively low converted mana cost of two. The converted mana cost of six to activate its ability is a very reasonable cost to produce a powerful creature with a power and toughness of at least ten.
Budoka Gardener is a good card to play early in the game, before you have many lands. This way you can make use of its ability to let you play additional lands. If you have lands in your hand to play, Budoka Gardener can help you bring out available mana before your opponents. Once you flip Budoka Gardener and are able to activate Dokai, Weaver of Life's ability to put a powerful green creature token into play, your opponents will hopefully be far behind. As a result, this card is a very good addition to any green or multicolored deck.
