First start by practicing drawing, you really need to draw well to cartoon. Cartooning is basically exaggerating a drawing to make it look funny. Learn to draw expressive cartoon eyes. These are really the key. Are they big ovals with a dot? How big are the pupils? Remember, you might need to experiment a little.
My duck sort of has big expressive eyes, a medium sized head and a big smiley bill. You could take that and learn to draw it quite easily. But in order to be a cartoonist, you need to make it your own. Maybe you'll add a furrowed brow to make him look interesting. Or mean, or scared. Experiment. That is the key to good cartoons. Winnie the Pooh, and even Bugs Bunny have changed over the years.
Remember to become comfortable with drawing, and cartoons will come. You need to relax and enjoy the process. I like to draw with regular copy paper and a sharpie. Maybe you'll do pen and ink. Use you're imagination and envision what you want the out come to be. You need to see it in your head and then the picture will come.
Once you learn to draw a duck, you can play around with line, texture, add a background, even make it look like you. As a duck with character, it could be skinny, fat, big, small, have big feet or small feet. It really is up to you. But usually people try to make cartoons funny, so exaggerate. Maybe he's a big fat duck with tiny feet. Or a little girl duck with doe eyes licking a lollipop. Once you have a character, you can create a story and build your own cartoon series.
And once you become comfortable with cartoon ducks, or pigs, or roosters, you could switch over to cartoon people which are really popular these days. People want to see cartoon children and adults. People even like graphic novels where you star in your own cartoon. Once you learn to draw cartoons, the sky is the limit.
