I recommend Fat Tuesday on South near seventh street. They always have a huge crowd and you can dance in the section of the street that's usually roped off.
Cafe Nola is a place for a more under control experience of this long day of partying before Lent and Ash Wednesday. Copa Banana on 4th at South is also a great choice for Mardi gras. They have such fantastic margaritas every day of the year but there's no more fitting Mardi Gras Drink. They are also hosting a birthday party for Elvis Presley on Tuesday January 8th from 4p.m. to 8p.m.
Joseph Poon is a different choice his foods amazing and I'd also check out his special Chinese New Year prix fixe dinner package available throughout the month of January. Reservations are required. Mardi Gras Philly is a Cajun Italian place I've not yet visited but the menu on their website is definitely appealing to me and I'll try it in person soon.
Anyway, drink responsibly. Make us proud philly party revelers and stay safe.
