It is surprising to note that many persons do not realize the importance of time which is actually a critical resource. Though it cannot be stored as in the case of other resources, it is unique in that time lost is never recoverd.Intelligent beings make use of time productively without allowing any minute to go waste .Unintelligent ones treat time with scant respect as if they have infinite time and they carry on their activities without having the need to meet deadlines. A few examples of time wasters will high light this point.
There are people who solve workload problems with increased manpower without simplifying procedures. The tendency to find solution by increased inputs prevails. If thousands of cases are pending before courts the answer is not found through simplifying the procedures for disposal of cases. Instead more number of judges are appointed. With obsolete methods of disposal the additional number again proves to be inadequate. The criminal management of time mildly described as mismanagement, in reality takes place causing time loss caused to all the concerned agencies in litigation. The judge asks the police, the defendant, the advocate and the accused to come in the morning at opening hours of business. These unfortunate people wait at the court often without proper seating accommodation or standing place. They remain for hours and till evening no call comes. Finally towards the closing hours of the evening when the victims concerned go for answering calls of nature, the call from the court room comes. They learn that the case is postponed to a later date. The expenses incurred by all the parties are high and become wasteful. The advocates on both sides fleece the clients by charging for the day's sitting.
Take another case where the politicians view the question of employment generation. They sideline productivity of time and the need to achieve increased output per period of time. Instead they focus on job creation. The available work can be done by one person who is closest to the scene of work. For e.g. there is a truck load of construction materials waiting to be unloaded. The task could be done in twenty minutes with two workers directly working under the employer. But they are not allowed to do this. Instead several persons parading as workers are sent by the trade union to unload the material at a rate twenty times that of the fair rate demanded by those who are ready to execute the job.
The twenty persons dumped finish the task but at exorbitant cost. If one tries settlement for a fair deal there is conflict and threat of damage to the vehicle carrying goods .By force of circumstances the consignee gives up and agrees to the arrangement under which the outside workers unload and benefit.
Inefficiency, a function of low productivity and idleness is built into the system. Those who subscribe to the philosophy of mismanagement of time perpetuate inefficient methods on the ground that more employment will be generated. Should we encourage such tendencies in labor management practices? Should any government protect the interest of labor for lowering productivity and inflating costs? It is a sad day if the evil spreads.
