This is not only evident by the fact that MugenTheory's last update in 2007. It's also evident when you download one of the few Mugen characters on the site.
You have a meek selection of two Dragon Ball Z fighters who are basically the same(Majin Vegeta and ssj 4 Vegeta), and a "Hi Res" version of every bodies favorite former rival to every bodies favorite plumber, Sonic the Hedgehog.
Hardcore DBZ fans(also known as 12 year olds who just discovered this tired cartoon recently) will probably get angry by my assessment of ssj 4 Vegeta being the same as Majin Vageta. I would advise these people to go watch something with a bit more depth in the storyline department, and to pay more attention to their studies when school times comes back 'round. Get your grades rights before you start nitpicking about a whole lot of nothing.

Vegeta, I came to the realization that something was amiss. It appears that everything on the site is pre-Win Mugen.
That's a shame really. I took a look at Majin "Blah, blah, blah, I talk a lot but have nothing compelling to say" Vegeta's read me file(which is named "bite-me" for some reason), and saw that his command list resembled that of a Capcom fighter. Quarter turns of the D pad, half circles, etc.
So because I don't feel like editing the def file to to make the blasted thing work in Win Mugen, I'll move on. It's really no big deal. If you've played one DBZ Mugen character, you know what to expect from all the others.
Stages are ripped from some of the older DBZ video games. You have two versions of Snakeway, Piccolo's Waterfall, and a few others to choose from. My favorite would have to be Red Ribbon Base. It features an audience to witness the destruction of whoever is placed in your way, while on a path to victory.
The work in progress section has a preview of a Freeza conversion that will most likely never see the light of day. Multimedia has a nice little FAQ on changing the background on your Playstation 3. You can also download a few PS3 themes as well.
