Background: NO is a Super Terrorist Organization that has been operating out of Canada for the last two years. The membership of this organization consists of a number of low-power Supers working towards the goal of the secession of Quebec from Canada and the formation of a new independent nation. In the two years since its formation NO has attacked a number of military installations in the nation of Canada. To date, the organization has only put forth only one communication with the world, and that communication was a basic declaration of intent to free Quebec from Canadian control. Since that time NO has taken no public credit for any of its operations. It has, however, left the word NO burned in ten foot high letters at each of its targets. The efforts of the Canadian authorities to keep the operations of NO a secret has failed miserably and NO has obtained a degree of popularity. Not only in Quebec, (which is to be expected), but in several other parts of the world as well. Many feel that NO's dedication to avoiding casualties and not attacking civilian targets is to be recommended. And compared to other terrorist organizations, NO is quite lenient to its enemies. So lenient in fact, that it has been questioned whether NO activities are at all helpful to the cause of Quebec liberation.
Membership: The exact number of members in NO remains largely speculative. To date, no non-Super operatives have been noted. Several different teams of low power Supers, have taken part in NO's operations. For the most part descriptions of these Supers have depended on human witnesses and the odd security camera that escaped destruction. The one thing that seems clear thus far is that there is a relatively quick turnover rate of some sort occurring in the ranks of NO. The same Supers have been described in only a small number of the incidents, and never more than three times in a row. This is a hard generalization to make, given the tendency of the Supers to wear simple black jumpsuits and full head masks, but the differences between men and women are obvious enough and the Supers frequently use powers not used on pervious occasions. A Super using lightning on one raid, bolts of fire on another, weather control on still another occasion and so on.... Where the NO is collecting such a large number of Supers dedicated to the cause of Quebec liberation is unknown, but it seems they have a large membership and that they are slowly giving all of their operatives a chance to work in the field.
Methods: Thus far NO has made a number of raids against Canadian military and targets. While in the public eye these attacks are almost humorous, it is a matter of deadly earnest to the Canadian government. Millions of dollars in valuable equipment has been destroyed and it is only the extreme efficiency of the Canadian military that has kept it running at a more or less even keel. If the attacks by NO continue at the present rate, it is possible that the Canadian military could be crippled into inactivity at the end of a year's time. This fact HAS been kept secret from the public at large, as the Canadian government does not wish to give the impression that the activities of NO have had any effect upon it.
NO's attacks are usually quite quick and relatively thorough. NO always seems to know the most vulnerable areas of a target and make a point of hitting said areas with everything they've got before pulling a hasty retreat. Occasionally they do not do as much damage as they could in their hurry to evacuate an area after a first strike. But in far too many cases, the first strike is more than sufficient to cripple the target.
Thus far, NO's only known activities is the systematic destruction of Canadian military facilities. How they recruit, where they get their money and who their leader is remains unknown.*
Relations with Unity: Unity has never taken much interest in NO because for the most part NO goes after military targets with a focus on the minimum loss of life. The strikes are also made in a lightning fashion which normally has the NO operatives out of the area before any Unity or Canadian forces can arrive on the scene. But Unity has sworn that the perpetrators of these crimes shall be captured and punished and has promised swift action.
