Luckily, Pepper Ann was trained to use dog pads as a puppy. Therefore, she knows exactly where to go if she just can't hold her urine in any longer. She uses them and not the floor or carpet.
Hers and my favorite pad is from Out. It is called the Out Moisture Lock Training Pad. She likes the pad because of its size. It is large enough to make sure she never misses. Her frame fits well onto the surface, which is 21.5" by 23.5".
I like the Out Moisture Lock Training Pad because they are more absorbent than the other pads I've tried. I know that no matter how much Pepper goes, her urine won't leak through onto my carpet or floor. That's very important when Pepper is left alone for long periods of time.
There are 14 pads in a package that retails for around $9. That will last Pepper quite a long time because she rarely has to use them. However, larger amounts are also available in 30, 50 and 80 pad sizes.

Using these pads is easy. Just unfold one and place it down on the floor. Make sure the plastic side is down against the surface and the tissue side is facing up.

When the dog uses the pad, be sure to praise him lavishly or reward him. It is important for the dog to associate good things with using the pad.
If you are training a new puppy and he or she makes a mistake and urinates elsewhere, bring the dog to the pad to reinforce that's where he's supposed to go. Move the pad closer and closer to the outside door, until he associates urinating with that. Then finally move the pad itself outside to show him that is where he is supposed to go when he can.
Be sure to discard soiled pads as soon as possible and replace with a fresh pad if desired. Never leave a soiled pad out for the dog to reuse. Chances are, he won't do that but might go elsewhere instead.
