That's because as of Wednesday, October 13, 2010, he was appointed to the position of Fire Chief, when City Manager Donald E. Johnson made the announcement concerning the appointment. Chief Mulligan becomes the 14th Fire Chief for the Royal Oak Fire Department.
Chief Mulligan has served as Acting Fire Chief since the retirement of Wil White in June. His appointment on October 13 changed his status from Acting Chief to Chief.
In his 25-plus years with Royal Oak Fire Department, Chief Mulligan has worked his way up through the ranks. He started as a Firefighter Emt, and was later promoted to Sergeant.
