This is a great program! Our county humane society offers a reduced fee spay and neuter for those who qualify, and I'm just outside of the limit. I can't find anywhere within driving distance that does the trap and release spay/neuter either, and the stray cat has had another litter of kittens that she's likely to drop at my feet again. I've still go the one little guy from the last litter that I'm keeping, and he'll be 'fixed' in another week or two.

What a great program! Too bad all communities don't have programs like this one.
