Red Ghost , The Tinkerer, The Toyman, There are many many malevolent older dudes Ra's Al Ghul . I am jumping back and forth between DC and Marvel but both have quite a few. I think he looks like a frustrated Ras Al Ghul
I think he looks a lot like the tinkerer (marvel)this is in part because he is the only old man in comics which I know to be malevolent
He looks like a character from Batman or an evil demon from a horror flick.
