Rahm Emanuel moved to Washington D.C in 2008 when he accepted the position as Chief of Staff for President Barack Obama. Some now believe that he is not eligible to run for the mayoral office since he has not lived in Chicago since 2008.

The Illinois Municipal Code states that "A person is not eligible for an elective municpal office unless that person is a qualified elector of the municipality and has resided in the municipality at least one year next preceding the election or appointment."

Rahm Emanuel reasons that he is indeed eligible to run for mayor of Chicago since he still owns a house in Chicago's Ravenswood neighborhood and he also has a valid Illinois driver's license. In addition, he has always maintained his intention of eventually moving back and still votes in Illinois.
