"Burn Notice," Season 5, Episode 14, "Breaking Point" uses the tried and true plot device of dragging up an old childhood friend of the protagonist and then killing him. In this case, it gives Michael something to do for the episode.

Michael and company team up with his dead friend Andre's brother to draw out Dion, his gang leader killer, to get him implicated in a crime so that he can be put away. This is done by having Michael and Jesse pose as arms dealers who want to sell military grade hardware to Dion and his gangbangers.
There are the usual twists and turns, including getting around the fact that they lack an inventory of firearms to sell to Dion. This proves not to be a problem as they are able to demonstrate someone else's weapons without actually getting permission from that someone else to do so.
Things go wrong when a woman who knows something about the murder dies in an alley. This motivates Andre's brother to plant a large bomb in the basement of a building where Dion is holding a meeting with his gang members. Michael, ever reluctant to pursue solutions that involve a large body count, turns the lemon into lemonade by decreasing the force of the bomb and hooking up the detonator to Dion's cell phone. Then Michael maneuvers Dion into making a call from the outside, detonating the bomb on the inside. The gangstas make the connection that their leader has betrayed him. Dion now has the option of rolling over to the police and spending the rest of his life in solitary or being killed messily by his homies. He chooses the former option.
In the meantime, Michael is trying to hold off Anson and the matter of wiping his records from the CIA's computers. Fi and Sam manage to track him down to a condo complex. "Chuck Findley" uses the environmental zeal of some college students to get them to canvass the building and find out where Anson lives. It turns out that the only thing of interest there is a military grade satellite dish.
Time, having run out, Michael is forced to do what he did not want to do and insert the virus to wipe out Anson's records. This will likely have consequences later.
