The Pier's continued quality of being able to pull in large crowds drew Charles Looff, the pioneer, creator and builder of the first carousel in Coney Island, Brooklyn and New York. He then opened a carousel factory nearby. He began to think about building a pier of his own in the South California. He started building beside the Municipal Pier in 1916, the new Pier contained the Hippodrome building, more attractions were built and the New Pier was expanded to the size of 82.296 meters by 329.148 meters.
The popularity of the pier never ceased to be high all through the 1930's, until terrible storms, heavy usage and changing tastes began to take effect. The Blue Streak roller coaster was lacerated in 1930 and the La Monica Ballroom shut down about thirty - three years later.
