Sex Offender Offers His Side of the Story
It turns out that the woman in question was a 16-year-old girl when he started communicating with her. Her parents knew how old Wall was when he moved to their farm and consented to the relationship.
In June, 2006, he pled guilty to a charge of corrupting a minor, a felony. He was given a one-year suspended sentence and put on unsupervised probation for three years. Then, the North Dakota crime bureau ran a risk assessment on him and decided that he merited the Level III or "high risk" sex offender designation.
The crime bureau had discovered earlier charges against him in Florida, the most recent of which was for lewd and lascivious acts on a minor. That charge had been dismissed but, when taken with the others which Mr. Wall claims to had been too long ago to remember, were enough to show the Bureau a pattern.
With the designation of "high risk", Wall is subject a series of requirements that will remain in effect for at least 10 years. He is required to register his address, his description, and his DNA as well as the name and address of his employer. He must notify authorities within 10 days if his address or employer changes. The information is verified by the state every 6 months.
Wall appeared a March 28, 2007 meeting at the Valley City Law Enforcement Center to notify the community of his presence and his past. Accompanying him were his girlfriend and one of their two small children. Unlike most men who have been convicted of a sex crime, Wall has chosen to protest his circumstances publicly.
"I am here to tell my side of the story and to let people know that I am very upset about the situation," Wall said at the meeting. "All I did was to come up here to try and make a life with a woman that I have fallen in love with. And I am still with her and still in love with her." As the young lady was a minor at the time, her name has not been released. There was no word on whether the woman at his side for the appearance was the girl he had so successfully wooed from Florida.

Where's your proof?
Kay Pumfrey recently completed a two and a half year sentence. He had a prior conviction in 1996 after being accused of fondling four of his neighbors -- three girls and a boy -- whose ages ranged from 6 to 8.
people who mess with kids should be publicly flogged and skinned.
Personally in my opinion he was a little to old at the time to be with the girl. If he is now 33 and the relationship took place in 2003 that still placed him to old for her. If they truly loved each other they could have waited for a sexual relationship for two years and just has a non-sexual relationship to have more time to get to know each other and then in two years the sex would not have been an issue since she would have been 18. Wait to years and cut out any problems that he now seems to have.
THIS GUY IS A FREAK! HE IS AN IMMATURE SEXUAL PREDATOR!!!! HE NEEDS TO BE PUT BACK INTO PRISON! I HAVE PROOF THAT HE IS A SEX OFFENDER TO MORE 16 YR. OLDS!
Excellent article. It may be illegal to count the dismissed charges against him depending on state law, but it sure is suspicious that there are old charges he claims not to remember. People do not forget things like that.
I think this guy definitely has a problem as far as underage girls go and deserves some type of punishment.
