Sex offenders are not new to that community in which they continuously rape youngsters. They rape again and again increasing their confidence each time they get away with their "perfect" rape crime. Day in day out, it seems to be inevitable that there will be another rape crime.
First, we need to understand what is causing the upsurge of rape especially of young girls; I am not talking about teenagers but those who are less than ten years old. Shocking; isn't it? But anyway, welcome to the real world where minors are defiled and the perpetrators get off scotch free. Even if the victim can point out the rapist, it is still his or her word against another's. If the rapist is respected in the community, then it becomes especially hard for him to be brought to book.
The reason that young girls are being raped by old men the age of their grand parents is that the older generation does not understand what rape is. Imagine growing up in a society where the word rape does not exist. There is simply no meaning of rape in the traditional context of some tribes. This argument is used to the advantage of the defendant in court.
There is little to no rehabilitation in the form of psychological treatment of defilers when they are incarcerated, on parole or serving their sentences. When they are in prison, they meet other defilers who encourage and aggravate each others urge to continue with rape by sharing their experiences. Prisons should introduce drastic reforms. First, the number of inmates should be reduced by introducing new punishments. Counseling is not a viable option when prisons are filled to the seams, it can only be done when rapists are singled out and treated.
When defilers complete their sentences, there is no method of monitoring and guiding their lives. They go back to the same environment where they committed the offence. Because of their bad record, they can not get jobs and become desperate. This leads to repeat offenders who over time may get addicted to rape.
Spousal rape is also on the increase. Men do not understand the full meaning of conjugal rights. Conjugal rights mean that spouses are entitled to have sexual relations with each other but one party can refuse to engage in this act and this decision should not be taken against him. So, a lady has the right to say no and the man should respect this.
The victim should also be aware of what they aught to do when they are raped: All he evidence must be preserved especially the under clothing then the victim ought to got to the nearest police station as soon as possible without fail. All the evidence must be submitted and the most sincere and accurate report given to the investigating officer. After this, the victim should go to hospital for further analysis. With DNA testing, rapists can be caught easily. The victim is also be given anti-AIDS medication and other medication such as one to prevent pregnancy if required. Note that anti-AIDS medication only works before one to two days after sexual exposure.
Drugs are used to incapacitate the victim in some cases. Women are especially fond of using this method on men who are out on drinking sprees. They sexually abuse and rob them leaving them with no recollection of what transpired the previous night.
The psychological torture that the victims face is enormous. Children have to live with the agony of being abused when they are too young to understand what is happening. Even with extensive counseling, the victims in most cases recover after a long time if they recover at all. The victims self esteem and security is substantially decreased especially if the incident took place in the confine of her home.
Hospitals are playing a very important role of treating rape victims whose genitals have been disfigured as a result of rape, counseling is also offered. Some hospital treat patients who are financially needy these hospitals rely on well wishers for donations so help them you never know when it will happen to you. Governments must introduce harsher punishments to decrease the number of offenders.
