Single Window Clearance

A budding businessman visited the government office dealing with licenses and controls. He asks the Information Officer (IO) about the formalities to be undergone for setting up a business.
The conversation follows:

IO: We give all information and support. You will get clearance for the project proposal in ten days.

Visitor: What is special about ten days? I am told there is a single window approach for clearing proposals.

IO: Yes. That means you can submit the proposal in one window and approach the same window after ten days for clearance.

After ten days the Visitor approaches the IO.

Visitor: I have returned.

IO: Did you go to the Window?

Visitor: Yes. There is no body sitting there.

IO: How can you find any one there. We are a dynamic organization. We change personnel daily. The lone person sitting there has gone to another window.

Visitor: But I don't see any one in any of the windows except one.

IO: That is the window. I told you we have a single window approach.

Visitor: Then what happens to my proposal.

IO: On verification I learn your proposal is rejected.

Visitor: Sir, you said clearance would be given in ten days. Now you have rejected my case.

IO: Clearance does not mean approval.You have not met all formalities. The most important one is that of enclosing a cash bundle which you forgot. Your proposal needs considerable revision. Come again.

This is our single window approach. We adhere to and honor the window but not the person or the proposal. Thank God you were not thrown out of the window.
