If drive-by vehicles and people on foot aren't disposing of butts as they go past then it could be smoking neighbors. Smoking neighbors might smoke outside for varying reasons.
1. They smoke outside during a get together or party.
2. They smoke outside while talking on a phone.
3. They smoke outside in enjoyable warm weather.
4. They smoke outside in hot or cold weather because they do not smoke inside.
The cigarette butts of smoking neighbors may wind up in your yard because of careless and improper disposal.
1. Cigarette butts resting on and in ashtrays can blow away.
2. Disposal of cigarette butts by putting them in coffee cans with no lid can lead to the cans getting knocked over by hand, foot or by the wind where the butts can blow away.
3. Cigarette butts get put out and put in an open trash bag and left to blow out.
4. Smoking neighbors toss the butts on the ground.
Smoking neighbors who toss cigarette butts onto the ground probably won't want to pick them up so they may do a clever trick to allow the wind to take the butts out of their yard.
Smoking neighbors will not crush or flatten their cigarettes if they throw them on the ground and they don't want to pick up the butts. They allow the wind to roll the butts into other yards, down the street and into alleys.
If they smash the butts, step on them, they'll have to leave them where they dropped, pick them up or let the rains wash them away.
Smoking neighbors with the use of a coffee can (keep the coffee can lid) can effectively dispose of cigarettes and insure the cigarettes are put out. Cigarette butts from ashtrays can be emptied into a coffee can or the butts can be put into the coffee can. To keep the butts from getting out the coffee can's lid should be put on. The lid will insure that the butts completely go out as long as there are no holes in it. The cigarette glow will suffocate from lack of oxygen. If there is a hole in the lid the glow may continue to smolder. The possibility remains with a plastic coffee can lid that it could melt but the odds could be stacked up against a meltdown occurring unless the butts were stacked close to the top of the can near the lid or touching the lid.
