Whiteout is one of 3 flavors introduced in April 2010 by Pepsi Co. in continuation of their Mountain Dew Dewmocracy campaign. The flavor was designed by Mountain Dew fans in the previous Dewmocracy campaign and consumers get to vote for their favorite 2010 Dewmocracy flavor; the winning flavor becomes part of the Mountain Dew lineup.
The key difference between Whiteout and regular Mountain Dew is the packaging, coloring, and of course the taste. The packaging is bright and matches well with blue and white tones. The nutritional facts and ingredients remain relatively unchanged. That stated, the "kick" from Mountain Dew Whiteout is about the same as any other of the regular Mountain Dew varieties, except for Mountain Dew AMP.
The first thing you notice about Whiteout is the color. It is a milky white color, slightly off white. Honestly it looks a bit like a certain bodily fluid that comes out of a certain male body part. But don't let the odd color throw you off; the taste is quite unexpected for the coloring and name.
The smell is crisp and slightly lemony with a bit of sweetness to it. The first sip is smooth but seems a bit watered down. Whiteout does not have the same flavor "bite" as Mountain Dew regular. Some may find the taste to be too "weak" to be Mountain Dew but the sugar amounts for both types are in fact the same.
I was not alone in describing the taste of Mountain Dew Whiteout as a mix between Sierra Mist and Sprite. There is a distinct lemony flavor with a hint of lime in it. The after taste reminds one of the Sprite taste; so Whiteout is effectively a caffeinated form of Sprite or Sierra Mist. Keep in mind that Mountain Dew has orange juice concentrate flavors in it, this is present but subdued in this flavor.
Being a limited edition flavor, and depending on the voting outcome, you'll want to try out Whiteout if you are a fan of Mountain Dew or wished Sierra Mist and Sprite had caffeine in it as it may never again be available.
Overall for the novelty of a new (if temporary) Mountain Dew flavor and a smooth taste, Whiteout is worth a try and would likely appeal to drinkers of Mountain Dew who wish the original Dew was a bit less harsh in texture and sweetness.

Mountain Dew is very popular in the south, I don't like it. Don't think I could drink a soda named after a produt to remove typing errors!
