There are many products out there that will work. Some that market themselves as tattoo make up cover ups, and others that don't.
Those that are very pale with a black tattoo might want to start with a green, blue or yellow base. Even the best tattoo make up would be challenged by this situation. It sounds strange, but a colored concealer can help neutralize or fade the tattoo a bit before concealer is applied.
Physician's Formula or the theatrical make up company, Ben Nye, both have good colored concealer bases. Ben Nye can be ordered online, but I would recommend going to a costume store, where they often have a supply you can eye-ball. Physician's Formula can be found at most drugstores.

A regular concealer and a foundation that matches your skin tone is the next step to applying your tattoo make up. You're looking for good coverage you can blend, so anything that says light coverage or sheer coverage should be right out.
MAC has a great line of full coverage liquid foundations. A little goes a long way, so it's perfect as a tattoo make up cover up.
Make sure you match the foundation to the body part. If the tattoo is on your legs, and they don't normally see the light of day, then it isn't a good idea to match the foundation to your face or arms.
For a very smooth look, you can use airbrush make up. Most people aren't aware that you can find this stuff very cheaply..
Sally Hansen is one of the cheapest and best brands. You can use it alone on top of your tattoo, or you can pile on concealer or a neutralizer (colored concealer) to tone it down before spraying it. Sprays can really help to make the area seamless. The Sally Hansen airbrush products work best on the body rather than the face. You can get these products from drugstores, beauty supply stores or you can order it online.
If the Sally Hansen brand doesn't work for you, there are more expensive brands out there, such as ERA, which will run you about $50 a bottle.
Sealers help keep the make up on, something that can be very important. You can use spray sealers or powder setters from Ben Nye or powders that set the make up. Giving the tattoo make up time to dry and set is important. I like the Ben Nye Final Seal, because it has a nice matte finish.
Dermablend is an expensive make up used to cover-up scars, blemishes and tattoos. It doesn't work well for everyone. Reports vary on the product's viability as a tattoo make up cover up. It seems to either work like a dream, or about as well as an ordinary concealer. You can order samples to see if it's for you.
Remember, what works for you as a tattoo make up won't be what works for others, unless they have a similar skin tone and tattoo colors. A rave review of a product online does not often include the person's complexion, the size of the tattoo, the colors used and the amount of fading.
There are also lots of very expensive specialty tattoo make up kits sold online, but the first thing to do is to head to your drugstore and buy some products to experiment with.
You can buy all one brand because all the products are formulated to work with each other, but to get the right look a variety of brands may be needed for your personal tattoo make up kit. Getting just the right blend is as much an art as it is a science!
