The consequences of hitting an obstacle with your wheel aren't pretty. It's very likely your front wheel will hit the obstacle and force you off balance. You may even get thrown from the bike. Either way, you will lose all the downward momentum you were gaining.
A more experienced rider will be more relaxed in the above situation. A more experienced rider will know it isn't necessary to slow down as much. You shouldn't apply both brakes either. By not applying the front bake and having momentum, the wheel should glide right over the obstacle and you can continue down the trail without much trouble.
On the other hand, if you are already riding your mountain bike at a slow rate, you need to stay off of your brakes as much as possible. You may wind up coasting a little faster, but the end result is not as painful. A natural inclination is to go slow on steep hills. However, by doing so, you will make your ride much harder.
The exception is when you are trying to negotiate a difficult turn. If you can't hop the turn, you have to slow down. You have to allow for your mountain bike to make the smallest radius of a turning circle. This is one skill that needs practice in order to master. Track standing will help you increase your balance, while negotiating tight turns.
Riding your mountain bike down steep inclines can be the most thrilling. However, it can also be the most dangerous. If you are a mountain bike novice, you shouldn't even think about riding downhill trails. Not until you master some basic skills. Start small and work your way up.
For the adrenaline junkies, you will find this form of mountain bike riding to be the most exhilarating. When you go down your first hill, you'll know whether this type of riding is for you or not. If you are a novice and this is the type of riding you want to pursue, try and find someone with experience. They should be able to teach you the basics you need to know. They will also be able to teach you more advanced techniques as you progress. Technical down hill mountain bike riding is very fun and provides quite a thrill. Just be sure to follow all safety precautions; definitely wear pads and a helmet. A good pair of goggled is strongly suggested too.
