TechTips - QoS is Not Installed when Bandwidth Throttling is Enabled Directly in the IIS Metabase

I have found another annoying error on several of my SharePoint web front ends and other Web servers. The problem is happening a lot more frequently and the fix is a simple quick installation of a service, but I don't know what suddenly changed on my servers to make this error occur. The error I am talking about is the following:

Event Type: Warning
Event Source: W3SVC
Event Category: None
Event ID: 1071

Description: The World Wide Web Publishing Service failed to enable bandwidth throttling on site '1' because Quality of Service Packet Scheduler is not installed. For more information, see Help and Support Center at http://support.microsoft.com.

The error is just what it sounds like, and the fix is to install the QoS Packet Scheduler service to your NIC card. It's a simple fix; I just wish I knew what happened to make the error start occurring. Not only do I get this error but my websites on the web server with the error won't load because IIS is confused. Once I add in the QoS Packet Scheduler service everything is just fine.

I wish I could give a definitive answer to what caused this but I can't. I can however tell you how to install the QoS Packet Scheduler service and resolve the error. Just follow the below steps.

1 - Click on Start

2 - Click on Control Panel

3 - Double Click Network Connections

4 - Right Click on your active network connection

5 - Choose Properties

6 - Click on the Install button

7 - Click Service

8 - Click Add

9 - In the left hand pane click Microsoft (as manufacturer)

10 - In the right hand pane click QoS Packet Scheduler

11 - Click OK (this will cause you to get disconnected, just log back on)

12 - You can do the first 5 steps to be sure the service was installed, it will show up in the network connections properties and should be checked, which means it is enabled.

Once you have done the above the service should be doing its job and your error should be gone. My sites didn't come back up until I did an IISRESET; once it was done all was good in my world once again. I hope this helps anyone who is running into this error. Thankfully it's a relatively simple and quick fix.

You also might need to reboot the servers you apply the fix to. I didn't have to reboot any of mine but just keep in mind of the fix doesn't seem to work it might need to be rebooted. Also you can restart your MOSS 2007 SharePoint services just to be on the safe side (assuming you have SharePoint websites). After all of these additional steps you shouldn't have any more issues with the Quality of Service Packet Scheduler is not installed error showing up any longer and your websites should all start working again.
