Powers: Standing nearly eight feet tall, covered with black fur, and with a head resembling that of a timber wolf, Terror is a deadly combination of inhuman strength, speed, and ferocity. A match for most metahumans on strength alone, he also possesses teeth and claws capable of rending most materials with little effort. He has been known to rip his way through bank vaults and to burrow through high tempered steel with his claws. Unlike most metahumans of his size and strength, Terror is incredibly quick and agile, capable of dodging bullets with relative ease. Not that he needs to. While not especially invulnerable to damage, he recovers from injuries at an amazing pace. On one occasion he was able to regenerate a leg in a matter of weeks, and less debilitating injuries barely slow him down.
In keeping with his feral nature, he also has powerful scenting and tracking abilities, although he rarely uses them.
Background: During the 80's and 90's Terror was the bloody face of the Superiox movement. He was the vengeful monster many Superiox dreamed of being. Publicly decrying his actions, Storm Lord would send Terror forth to maim and kill for the greater glory of the Superiox cause. While a great many atrocities were performed on the metahuman population during the Cold War and the Long Midnight, the vengeance of the Superiox through such members as Terror balanced the scales considerably. It has been argued that the existence of Terror and other extremists within the movement kept the Superiox from attaining their current "quasi-legitimate" status for nearly twenty years.
Terror first appeared on the public scene in 1983 when he destroyed a Long Midnight research lab in central Australia. All records of his prior existence and capture were destroyed in the incident. Whatever public records that may have given some clue to his past were destroyed when he obtained membership in the Superiox and received the Clean Slate Protocol.
For the next eighteen years Terror was one of the most feared metahumans on the planet. While achieving nothing like the death count of Lord Storm or the Plague Entity, his viciousness and a tendency towards cannibalism, (an act he would claim was acceptable since he was a different species than the Homo Sapiens), made him an international horror. He made a particular point of sparing reporters during his rampages so they could record every gruesome moment of his depravities.
In 2001, when Lord Storm forged the nation of Superion, one of his first acts was to officially banish and condemn Terror for his long history of criminal activity. While generally recognized as a political act of little consequence, Terror no longer affiliates himself with the Superiox movement and has never been seen within the boundaries of Superion. That being said, he and a number of other ousted "criminals of the state" have continued their terrorist activity in much the same way as before, just without writing the tenets of the Superiox in blood at the scenes of their atrocities.
Terror has clashed on numerous occasions with Unity agents and has been responsible for the deaths of six Unity Metahumans and over a hundred operatives. He is on the top of the Unity's Ten Most Wanted List and has been present at no fewer than three Unity Interdictions, (though he was only the objective of one).
Note: While Unity classifies Terror as a metahuman type A3, UCTO classifies him as a lycanthrope, sub-type werewolf. It is unknown why UCTO feels this designation is appropriate as Terror himself and the Superiox movement consider him to be a metahuman. Blood typing taken from Terrors blood, (recovered from various crime scenes), definitely indicate he is a metahuman of the 1982 Genesis event. The matter would not seem to be worth mentioning save that the UCTO has had much longer record of recognizing and cataloguing supernatural phenomena than Unity. Unfortunately, further discussion with UCTO specialists is impossible given the current political situation.
