Friends and family are a good place to start if you want to buy a used car. You've known them for a little while, and you can trust that they mean well by you. Not to mention the fact that these are people you see on a frequent basis, there's a pretty good chance that you've seen the car they are selling because it's the one they've been driving. Another good thing about buying from people you know is that they will generally cut you a deal. So, it's a win-win situation if you manage it.
Another place to check for used cars is car auctions, the most common being government and bank auctions and repo sales. All of these are fair markets for used cars and more often than not, the price you'll pay for a car is well below its actual value.
Despite popular belief, it's a rare event to get the chance to buy some heavily upgraded car that was seized during a drug bust. With government auctions, you will usually end up with old fleet cars. What's good about this is that the cars have been well maintained and don't have a lot of mileage on them. So considering the low price tag that you often find, buying a used car from a government auction is a very good deal.
Bank auctions and repo sales are another place to shop for used cars. Banks and auto dealers are eager to sell off the repossessed cars they have in stock because they cost them money (in the form of taxes). If you offer a decent price, even if it's at the break-even point, it's highly probably that you'll end up with the car you are after.
Rental car companies are also another good option because they, too, buy cars in fleets. Since the cars make their business, you can be assured that they've been well-maintained and don't have sky high mileage; plus, the multitude of their vehicles are newer models. Fleet pricing allows these companies to re-sell the cars to consumers at very competitive pricing. Sometimes, you can get a used car from a rental car company at nearly half its actual value. Talk about a great deal.
Many people go online and search for used cars on eBay, classifieds, and other Internet marketplaces. It is true that you can get some decent cars at fair prices, but you've got to be sure to get all the facts before you shell out your hard earned cash. There are lots of scams online, so be aware of this should the Internet be your search venue. The bottom line is that you need to be informed no matter where you choose to buy your used car, but these are some of the best places to find one.

One suggestion that was made to me that was sensible was to have a mechanic take a test drive with you to give his opinion. I did that and it resulted in a great purchase for me - a T-Bird that a fellow got rid of in the 1971 timeframe because of the first gas crunch! One thing about fleet cars. I bought one once and it was the worst lemon I've ever owned. A Ford. It's the only Ford I've ever owned. It was admittedly a fluke. The ground wire was loose and kept blowing the early-stage computer. I was advised to dump it after the second computer was blown, and I took the advice.

We have never bought new cars, in fact, we always buy the cheapest good used car we can find, and somehow manage to keep them running and in good shape for 10 years or so, before selling them and buying another used car..:)
I grew up hearing that "If you buy a used car, you are buying someone elses problems." Guess that's why my family had no car for many years!
