First of all, Arco is definitely the cheapest, however, the cheap Arco ones tend to ask for cash only. I would say it is worth carrying around the extra cash to save an extra ten to even FIFTEEN cents per gallon compared to others. If you don't mind using cash to save a few bucks then i strongly recommend Arco.
Second in this race, is Costco surprisingly. Costco gas (if you have a Costco card) is oddly cheap for not being a major gas distributor. It can be anywhere from 3 to 7 cents cheaper than leading gas companies in your area.
Valero is just above average, maybe around 3 cents cheaper than Texaco and Mobil.
Texaco and Mobil gas are pretty much neck to neck. Their prices range between a gap of two cents of each other usually and keep on the average flow of gas prices, which is not too good these days (especially in California).
Shell is definitely dead last. In a rest stop on a long drive you may notice a few gas stations next to you. And guess what, Shell always has the worst prices.
