From Shawn Ryan who wrote "The Shield" comes another police drama that will make you see what goes on behind the scenes of politics and corruption in Chicago and keeps you on the edge of your seat. If you remember Jennifer Beals as the dancer in "Flashdance," she has hung up her welding torch and hard hat and is now playing hardball with the most corrupt politician in Chicago; Alderman Ronin Gibbons.

The intro shows Teresa Colvin as a child in her father's hardware store where he had to pay out for various services; to city inspectors for building code violations, precinct captains to get the trash collected on time, and local thugs for protection. Finally, the store goes out of business because there was no money left to pay out. It broke her father's heart and cost her parents their marriage. Now it is her turn to avenge her father and clean up corruption; but this is not going to be easy.

She is finally in a position of power and wants to enlist a task force but her request for the funds to put together such a task force is denied. Alderman Gibbons adamantly denied her request. So now she is putting an "unofficial" task force together. Her ex-partner is Jarek Wysocki who is in a car chase with his new partner and he recognizes the perpetrator they are chasing as a gang member he knows who is expecting a baby with his girlfriend. He talks to him like a brother while they are flying down the highway neck in neck and persuades him to go peacefully; which he agrees to do.

A lady comes to see Alderman Gibbons to ask him who to see about some improprieties she found while researching sealed bids for city contracts. Gibbons tells her that she came to the right place. The next day she and her husband are found dead while jogging. Whoever killed them; made it look like a robbery, but Teresa has had someone working undercover and is just about ready to link Gibbons to several crimes involving the Irish mob.

Jarek is undecided as to whether or not to join Teresa's task force when Teresa gets shot while wearing her aide's bullet proof vest and her aide gets killed while the two are together at an after-hours meeting. Jarek's brother was a cop and was killed in the line of duty in an unsolved crime. His niece is a rookie cop too who joined to force to join her family's chosen profession. Now Jarek has his chance to avenge the death of his brother while he keeps a watchful eye on his niece and his former partner Teresa who now has a bigger target on her head.
