The Elephantine Order

In a District with lot of forest cover wild elephants roam about often encroaching on human settlements. At times they destroy life and property. The inhabitants complain to the government authorities. The District Chief (DC) asks for details. Enquiry reveals that two persons have been killed by a rogue elephant. People seek issue of orders for shooting down the elephant; The District Chief searches for rules and precedents. At last he finds out the relevant rule permitting shooting down of rogue elephants. A conversation follows between the District Chief and the Leader of the locality

Leader: Sir, we suffer heavy loss due to the devastation by wild elephants.We are unable to carry on cultivation of our lands. We have no security. This month two persons have been killed on a single night. The residents are afraid to go out for their daily needs and for work.

DC: You see. I very much appreciate your concern. I have located the relevant rules for shooting down such tuskers. The rule says an elephant can be declared as rogue only if it has killed three people. But only two have been killed so far. So you have to wait till the third victim confronts the tusker for meeting the target.

Leader: Sir, that privilege can be yours. Why not you offer yourself as the third person for completing the target?You will be rendering a great and prompt service for a noble cause.
DC: ( absent minded) . Yes.I will it consider seriously.
