Firstly, if this pet is for a child, be prepared to be the sole caregiver and responsible party. Though it may be a thoughtful gift and, to some children, may teach some responsibility, a child must be under constant supervision when it comes to any pet. Both dogs and cats require extensive attention, care, love, devotion, and finances. Even hamsters, gerbils, guinea pigs, turtles, and fish (etc) require adult care. Keep this in mind when deciding on the type of pet you may want to give as a gift.
Second, if the gift is for a friend, a niece or nephew, or anyone that holds a separate residence than you, make sure that the adult(s) in that household know of your intent and are okay with having a pet in their home.
Third, make sure that any pet you may be giving as a gift has a complete veterinary exam, is current on all vaccinations (if required) and is in optimum health.
Forth, never wrap a pet or place them in a closed box. A puppy, kitten, or any other animal given to the recipient given with a cute little bow tie is adorable but, any animal in a closed box or wrapped in any way is dangerous and can have a devastating end.
Lastly, consider the character of the person receiving your gift. A hyperactive dog might not be the best pet for a quiet, in-active person. A goldfish might not be the best fit with a child that constantly want to handle, pet and tough creatures. So, keep your recipient's personality in mind when considering your pet choice.
Please remember that all pets need food, shelter, love, and health care. Make sure that the pet you are giving as a gift has received and will continue to receive all they need to have a healthy, happy, and fulfilling life.
