The exact error reads:
The iPhone "PhoneName" cannot be synced. An unknown error occurred (13019).
The first step is to make sure your iTunes is up to date, this is the first thing anyone would probably tell you (especially Apple Support), it probably won't help but it won't hurt to have the most updated software. To install iTunes go to the iTunes Website and download and install their software. After the program is installed test your iPhone sync again, if it works then you are done if not continue reading.
A few other things you can try that might work but aren't always possible:
1 - A different sync cable, sometimes the sync cable is old or broken and a new cable can solve the problem
2 - A different computer, sometimes using a different computer will work for syncing; hopefully your music collection is easily transferable to the new machine if the iPhone does want to sync.
3 - A different USB port, sometimes USB ports can break or not have enough power for your device. Trying a new port might resolve this issue.
4 - Reboot your Computer and test the sync, sometimes you computer just needs to be rebooted to make the connection to the iPhone.
If none of the above works then you can also try tweaking your sync settings within iTunes. I usually try to only sync one thing at a time, this can narrow down a corrupt file on your device or a problem with a file that doesn't want to sync for some reason. I first suggest syncing with no items checked, and then trying your sync again with all of your items, sometimes this works.
If the blank sync didn't work then try opening iTunes and uncheck all items and then check one item and try to perform the sync. If it works then try and sync another item, keep doing this until the sync fails (in which case you know what is causing your problem) and then sync every item except the one causing the problem. Once you get all of your items to sync with your iPhone, try to sync the item that failed one more time. If it still fails then you will have to learn to live without whatever is causing the problem.
This final step is what worked for me; I was able to sync everything except my voice memos. I had never recorded a voice memo until just recently and that is what my iPhone didn't like. I performed the sync minus voice memos and it worked like a charm. I deleted all my voice memos and then recorded a new voice memo and that one synced just fine, I don't know why it didn't like my other voice memo but that was my problem, probably just a corrupt voice memo.
