The mayor is forced to leave his residence, and is heading toward the City Hall. He understands that the ambitions of City Council President, once he is in the City Hall, the City Council President will likely to ask him to sign the letter of resignation. The mayor however knows he has lost, he decides to compromise to the overall situation. Before signing the letter of resignation, the mayor delivers his final televised speech to the residents. "My fellow residents, I understand that there are a lot of problems in the city right now, and the causes of those problems are the failures of the government policies. As a mayor, I duty-bound to those problems, but I can tell you, my fellow residents, that's not only my fault, but..." The mayor's face suddenly changes, and speaks in angry tone. "Do you know?! That's not only my fault; everything is done by the City Council President!" All members of "City Council President's criminal group" are shocked when they heard that. "We have all fallen into the trap, which is created by the City Council President! I know there should be several gangs who work with the City Council President, and their behaviors are unforgivable! I have to do something in order to protect the city. First, I declare to lift all the posts of the City Council President, which is effective immediately. The speech is interrupted, and everyone's TV is blackout, what is going on?When the mayor declares to lift City Council President's post, the speech is interrupted. It turns out that the members of "City Council President's criminal group" interrupted the broadcast signals of the city. The City Council President brings 50 members of "militarized force" to the mayor's office, and forces him to resign, but the mayor refuses to do that. "You bastard! I've already known all your ambitions! Don't do those unnecessary things! Repent and be saved, I hope you understand..." "Shut up! You have no qualification to criticize me! Few days later, no one in city mentions the whereabouts of the Lui's family, the "criminal group" continues to work on its plan.The City Council President brings 10 members of "militarized force" to the senior government official Miranda's office, which is located inside the Government Headquarters.
