"If Valentine's Day comes around, please don't ask and expect us to be able to let you and your girlfriend go to Red Lobster for dinner. Please don't be upset when we tell you Christmas Day that you can't go to grandma's," says Carrie Alexander, a community corrections officer, in the book Sensible Justice by David C. Anderson.
House arrest originally was not done for the eventual rehabilitation of the inmate. It was implemented to create bed space for offenders who threatened the safety of the community and public at large. Non-threatening offenders were considered a lesser risk to the public. Any inmate charged as a sexual offender or domestic violence offender was not considered to be a viable candidate for house arrest or any other community-based incarcerations such as work search or work release. The offender is still considered incarcerated; the electric monitoring device keeps track of offenders 7 days a week, 24 hours a day.
The monitoring system was first used in 1983 in New Mexico by a judge who got the idea from a Spiderman comic strip. "The push for a serious electronic monitoring program followed a year and a half of experiments with 'passive' monitoring devices like beepers and telephone robots that made periodic calls to offenders' homes," according to Anderson. With the '90s decades embracing cell phones, beepers, and other electronic devices, the idea of a transmitter that could keep track of prisoners seemed like a good idea. According to Anderson, 54% of people on house arrest would have gone to prison if it did not exist and 32% would be in jail. 14% have been sentenced to regular probation.
Even with the prisoners being allotted the freedom to be in a concentrated area with the transmitter on, some tried to be tricky. One pregnant woman lost weight and slipped out of the bracelet. Another person used Vaseline to slip in and out. Yet another person went so far as to cut their bracelet off with scissors and put it on a cat, who was at home during the time the prisoner was gone. Because the tracking device is only triggered when the prisoner is out of the allowed area, sometimes probationary officers do not know. The random calls to check on a prisoner's whereabouts can come in the form of voice recognition or a device on the phone that the bracelet or anklet must be put into, to prove the prisoner is home.
These devices are not perfect. Power surges, lightning strikes, waterbeds, cast iron bathtubs, and metal-clad mobile homes can manipulate the monitoring system. Regardless of the technical glitches, these machines help keep prisoners out of overcrowding jails. This does not mean that people on house arrest behave until the end of their term. In 2003, more than 234 people were murdered, 538 sexually abused by criminals on house arrest, and 5,000 disappeared altogether. A prisoner named Fred Carswell cooked and distributed crack cocaine in his grandmother's kitchen, since he was not allowed to go onto the street and sell it.

Post a CommentFred Carswell is my uncle and things that are said in this blog/story is untrue...The person that was cooking crack cocaine is Samuel Carswell which is my randmother's son.My uncle Fred Carswell loves and respect's his grandma and he will never and has never did that.My uncle has been away from his kids and mother for almost 10 years.My uncle is serving a 30 year sentence for something he did not do.While Samuel Carswell is out of jail living his life and he use his the real criminal because is was the one that cooked crack and sold it from infront of his mother's house.When he found out how much time Fred Caswell got he felt bad because he said the police coach him on what to say because they were offering him a life sentence and he is already living with AIDS.So please dont judge my uncle by what courts papers say there are many people across the country that is serving time for crimes they did not commit.And the people who are suffering are there kids and family.To know Fred Carswell is to love him.And I will fight till the end for him beacuse he is the only father I know..Samuel Carswell is a very evil man to lie on someone to shorthen his time... -Brittany

im on house arrest and my last day was yesterday a friday today is eater and i have been calling the home detention center for hours but they will not answer, im so antsy to get this bracelet off what should i do ??

So, I'm on house arrest for 120 days for my 3rd DUI. What did you guys do to make good use of your time? I clean, workout, started cooking elaborate homemade meals, and take online classes, but I feel so useless otherwise. I wish I could be doing something useful - working from hom e to make money or start a home business, or even do something to donate or help other people out there. Any ideas?
Also, (to the woman w/DUIs...) how long did you lose your license for after your 3rd DUI? I'm sure it's diff in each state

Hi everyone, I am writing this to maybe help anyone out with questions I may be able to answer based on my personal situation. I am currently serving a six month sentence on ouse arrest. I'm only a week in but have already experienced some complications. My motivation for writing is because as I searched for info on the web prior to my remand date, I found little to nothing that helped. Each county as different policies but I will help where I can. Love, If I were you, I'd wait it out with your parole officer so you don't risk doing anything wrong. In the meantime, if you're really antsy to contact whomever is still in prison, call your nonemergency 311 police line to see what their feedback is. But you really need to find out this information either from your lawyer or your parole officer.
I have been home for 5 days and my parole officer has not seen me yet and keeps telling me that he will be get back to me about the rules, curfew, and how far I can go from the house. I was suppose to report in today and he told he would get back to me about when I should come in. I even called his boss and he told me to wait until I hear from him and not to report. This is crazy.
This is my first time into with the law and I want to know if you can write an inmate while home confinement? Please help....
If you're on house arrest, then don't you have a parole officer? If so, then that would be the ideal person to ask that question to. My guess is as long as this person isn't someone who would connect you to anything illegal, then you should be able to, but I'm not in the legal field. Ask him or her to make sure. Be careful with the words you choose though because officers do browse (or read in full) letters that inmates receive.
