10. Penguin
The Penguin Is proof that an old villain is not necessarily a good one. The Penguin is a long time villain but I've always thought his stories are pretty boring.
9. Killer Croc
Killer Croc is a large human/crocodile amalgamation. Croc is one of the stronger Batman villains but not very smart so he was easily to trick.
8. Poison Ivy
A lot of villains are basically just rehashing the same thing but Poison Ivy is a character that wasn't done before and hasn't done much. You'd think Batman would just carry a weed whacker or something but he never does.
7. Clayface
Clayface is not as well known or old as the other villains but I've enjoyed Clayface in the Batman Animated Series. Clayface is an interesting character because he can take the form of anybody he wants in order to trick people.
6. Riddler
As silly as the Riddler may seem I actually enjoy him. I've always enjoyed a good riddle but that dang Batman always figures out the answer before I do.
5. Bane
Bane was the first villain to nearly put away Batman for good. Batman was laid up for a while with a broken back because of Bane's very well thought out plot to slowly destroy Batman.
4. Mr. Freeze
Mr. Freeze is a great villain because he is normally one of the darkest villains and Batman comics are at their best when it's dark.
3. Catwoman
Who doesn't like the femme fatale feline Catwoman? Catwoman is also kind of a neutral character and sometimes is on the good side.
2. Joker
I realize that the Joker is the oldest and traditional villain but the problem with Joker is that he is so inconsistent. From one artist and writer to the next the Joker completely changes and a lot of people make him just a dumb silly clown and not the evil maniacal character he is supposed to be.
1. Two Face
Two Face is the best Batman villain of all time. Hideous disfigured face? Check. Cool outfit? Check. Personal past with the hero? Check.

Wow great article Lee. Naming Two Face at number one is very interesting, especially being the fact that he started out as a good guy and a successful and respected district attorney! Maybe that's what makes his turn towards the dark side that much more tragic and interesting. And if you or anyone else recently saw the Dark Knight movie, the performance given by Aaron Eckhart as Harvy Dent/Two Face was incredible. So I'm sure his contribution as Two Face will definitely help strengthen your argument. Thanks for a great read.

I really should get into this Batman craze. I've been neglectful of popular art as of late. Perhaps I'm missing out.
For me, I loved the Scarecrow. Outside of that, the list is pretty spot on. Great as usual Lee.

I just saw the Dark Knight, it was pretty good.
Arnold as Mr. Freeze was terrible of course, unfortunately that's all I can think of when I hear Mr. Freeze now LOL.
I really liked poison ivy and the joker...I really don't think they don't add much as you said. Batman villains are my favorite ones!
First, not listing the Joker as the #1 villain is either a pot-stirring stunt, or just plain stupid. It's like saying Sugar Ray Robinson isn't the greatest boxer of all-time. You can find people who will say it, but no one takes them seriously and they have no credentials. And how can the Penguin, one of the CLASSIC Batman villains, be merely #10 - barely squeaking in! - when Bane is #5. Horrible, awful Bane, one of the worst, most shallow characters (and attached to the worst plot line) ever forced down comics fans.
I don't say this a lot, but this is terrible. Truly terrible.
