An it harm none do what ye will. So what does it mean? It's a type of advice given for Wiccans, that you can feel free to do what you want as long as it harms no one, and that includes yourself. It does not give advice of any kind for anything that you do that might be harmful, only that if it is not, it is ok. Some practice this in their everyday life, while others may follow it mostly for spell work.
The "An" in the rede is actually an archaic contraction, meaning "if".
From my research and learning, even though the rede is just an "advice" given, I have found that mostly Wiccans like to adhere to it, not causing any harm in any way. Their beliefs are so that whatever energy you put out there, will come back to you threefold, hence, The Rule of Three (or The Threefold Law).
"Ever mind the Rule of Three, three times what thou givest returns to thee, this lesson well, thou must learn, thee only gets what thou dost earn" is one version of The Threefold Law.
Not all witches or Pagans adhere to the Rede or Rule of Three, yet most Wiccans do.
Not being a Wiccan, I personally don't follow either, though I practice the Rede in spellwork at times, to ensure that no one is harmed by my requests. My belief is that energy is balanced, therefore, if you send out negativity, you will get negativity in return. Yet that balance will not allow for thrice the negative or positive energy sent out.
My experience is that the more positive my mind frame when I do spell work, the better the results. Of course, working with spells is very hard to do while in a negative frame of mind, even if the spell is a negative one. You have to have absolute faith in what you are doing. In order to see results, you have to really believe that what you are asking for is going to come. You have to stay focused and not allow negativity to creep in. If you have doubt, or feel that your spells won't work...they won't. That's why it's incredibly important to do spell work in a positive frame of mind.
The universe responds mostly to what it hears. If it hears your negative thoughts, it will create negativity in your life...always. Therefore, no matter who you are, or what form of spirituality you practice, it is always best to keep positive thoughts.
