The first and most obvious thing you can do is check the level of your windshield wiper fluid. Just because there is some splashing around at the bottom does not mean that there is enough for it to work. The nozzle that sucks the fluid out of the tank might be hovering over the water line. If this is the case, simply add some more windshield washer fluid according to the directions on the side of the bottle. Or if you are in a hot climate you could just use water if you do not have any windshield wiper fluid available.
However, if this does not solve the problem, or if the tank has enough fluid in it already, you will need to find a different problem to fix. Check to see if the wire coming off of the windshield washer is connected to anything. If it is not, or the connection is loose then that is most likely your problem. Simply squeeze the connection together so that it fits snuggly, and see if that solves it.
If the wire has come off altogether, and you do not know which connection it goes to have a friend sit behind the weal of your car and turn on the lever that releases the fluid. Then touch the nearby wires with a tester until you find the one that has electricity going through it accordingly. Just be careful you do not attach it to a different wire because you do not want the fluid to squirt all over your windshield whenever you turn your turn signal on.
If the wires are not loose, it is time to check the hose that goes into the bottle of washer fluid. It could be blocked by something like a piece of dirt or paper that somehow found its way into the bottle. Remember the block could be anywhere up the line. If you find one you can probably remove it by massaging the line to try and push it back out.
